To craft a Memory Wiping Medicine, use an Electric Medicine Workbench—which is only available to unlock once you hit Level 43. Once you’ve crafted the Electric Medicine Workbench and placed it in your base, you need 99 Beautiful Flowers, 50 Horns, 50 Bones, and 50 Pal Fluids to craft the Memory Wiping Medicine.
There is currently a known bug in the game that may reduce your Catching Power if you use a Memory Wiping Medicine. The developers are working on a fix but advise to avoid using the item until a fix is deployed.
